International Forum on the Development of Capital Market Law

 

Giorgi Amilakhvari, Minister of Education and Science of Georgia, welcomed the participants of the International Forum on the Development of Capital Market Law at the Center of Law and Economics established under the Tbilisi State University and Alte University. The forum was dedicated to the prospects of development of capital market law in Georgia as an independent branch of law and was attended by internationally recognized foreign and Georgian specialists.

Speaking at the forum, TSU Rector Jaba Samushia stressed the importance of this field of law. He noted that Georgia’s involvement in the international community has brought the issue of capital market regulation to the forefront. One of the main steps of the capital market strategy adopted by the Ministry of Economy and Sustainable Development of Georgia a few months ago is to regulate the legal framework of the capital market. “This forum will be a good impetus to bring this market in line with international standards. The cooperation of our specialists with European colleagues is very important in this regard. This is a strategically important issue on the path of European integration. I am sure that we will hear many interesting opinions at the forum,” said Jaba Samushia.

In order to facilitate the functioning of the capital market, a number of legislative reforms and stimulating measures have recently been implemented in Georgia; but its dogmatic-practical and, at the same time, methodological principles as a field of law have not been developed. “Georgian and German scientists and practicing lawyers participating in the event discussed the concept of capital market law, its content, the subject of regulation, the model of supranational regulation of European capital markets, market functioning and types of products, and in this context, the steps that should be taken in Georgia for the development of this new field of law,” TSU Professor Irakli Burduli said.

Together with Georgian specialists, papers were presented by well-known German lawyers - Dr. Christoph Kern, Professor at the Law Faculty of Heidelberg University, specialist in corporate, banking and capital markets law, and Dr. Jan Lieder, Professor at the Law Faculty of Freiburg University, specialist in civil, corporate and capital markets law.  Both of them have also completed the LL.M program in Corporate and Capital Markets Law in the United States.  

Rector of Alte University Ramaz Kukuladze, representatives of the banking sector, specialists in corporate law participated in the international forum “Challenges and Prospects of Development of Capital Market Law: European Discourse and Its Significance for the Regulation of the Capital Market of Georgia.” As a result of the event held at the Center of Law and Economics, a training course “Introduction to Capital Market Law” will be prepared, which can be introduced in university education.
