At the preliminary meeting of the university professors' council on December 19, 1917, Ivane Javakhishvili introduced the curriculum of Kuta Abashidze, the famous Georgian publicist to the university. This private collection laid the foundation of the Tbilisi State University's bookstore, which was primarily driven by the donations of individuals or institutions. Two years later, there were over 100,000 books in the university foundation.

The library was handed over to the Black Stone Industrial Council, former Caucasus Committee of the Caucasus, books distributed among Georgians, Georgian Historical and Numerical Society, The Noble Gymnasium. The library is especially rich with private donations. The personal collections of David Sarajishvili, Svimon Kldiashvili, Petre Melikishvili, Ekvtime Takaishvili, Alexander Tsagareli, Dimitri Bakradze, Tedo Jordania, Vasil Petriashvili and others were added to the university.
